Rule 24
Clarification may be sought or given
(1) During the discussion, a member may ask for any clarification through the Speaker if he deems it necessary. (2) Regardless of what is written in sub-rule (1), a member may give an explanation on other matters related to him for the information of the House with the permission of the Speaker. When giving such an explanation, no controversial issue can be raised and no discussion can be made on that explanation.
